SME Underinsurance and Coverage Gap
The UK SME commercial insurance market generated around £15.5bn in gross written premium in 2023 and is projected to exceed £17bn by 2027. Despite the size of the market, a large protection gap remains.

The SME Universe

The UK had 5.5 million SME businesses as of 2023, representing more than 99% of the business population. UK insurers pay out at least £22m per day in business insurance claims, including £7.6m per day in liability claims.

Uninsured

FCA Insurance Distribution & Consumer Duty
What it takes to distribute insurance in the UK: permissions, the Insurance Distribution Directive (IDD), product oversight, commission disclosure, and the Consumer Duty outcomes framework.

Authorisation Route

Firms carrying on insurance distribution must be authorised under FSMA or operate as an Appointed Representative (AR) of a principal. Direct application takes 6-12 months; AR route is weeks-to-months but requires principal oversight and revenue share.

IDD to FCA Rules

The IDD delegated regulations were repealed from April 2024 (PS23/18) and replaced by FCA Handbook rules. Firms must have product oversight and governance arrangements, staff are expected to be competent, and remuneration must not conflict with customer interests.

Consumer Duty

The Consumer Duty applies to insurance distribution. Firms must deliver good outcomes (products & services, price & value, consumer understanding, consumer support), evidence fairness, and ensure value for money. The FCA 2025/26 business plan prioritises Consumer Duty enforcement including multi-firm reviews of claims handling.

Simplification (PS25/21)

From December 2025 the FCA removed the prescriptive 15-hour CPD minimum and replaced it with a more flexible competence requirement. The broader direction is simplification of insurance rules while maintaining customer protection.
